OpenAI Launches EU AI Blueprint 2.0 with SME Training

OpenAI just dropped its EU Economic Blueprint 2.0, packed with new data and initiatives to get Europe up to speed on AI. The big idea? There’s a massive ‘capability overhang’—basically, the gap between what AI can do and how people are actually using it. In Europe, that gap is real: the EU uses 17% more thinking capabilities than the global average, but nine member states still lag behind, and small businesses are way behind big ones (17% vs. 55% AI adoption). To fix this, OpenAI is launching an SME AI Accelerator with Booking.com to train 20,000 small businesses across France, Germany, Italy, Poland, Ireland, and more. They’re also dropping a €500,000 grant for youth safety research and opening up more government partnerships via OpenAI for Europe. The blueprint calls for national AI education frameworks and portable AI skills accreditations. Why it matters: If Europe doesn’t close this usage gap fast, productivity gains will concentrate in a few countries and big firms—exactly the kind of inequality AI was supposed to democratize.
