OpenAI's first Stargate goes abroad with massive UAE deal

The Stargate AI infrastructure project just got its first international address, and it’s in Abu Dhabi. OpenAI announced Stargate UAE on Wednesday, a sprawling new partnership that marks the inaugural deployment under the company’s freshly minted “OpenAI for Countries” initiative—a coordinated push with the U.S. government to help allied nations build what it calls sovereign AI capability.

The centerpiece is a 1-gigawatt data center cluster, with the first 200 megawatts slated to come online next year. G42, Oracle, NVIDIA, Cisco, and SoftBank are all named as partners. The scale alone is staggering, but the political architecture behind it is equally significant. The deal was developed “in close coordination with the U.S. government,” and OpenAI made a point of thanking President Trump for his support—a nod to the geopolitical tightrope any AI infrastructure deal in the Gulf inevitably walks.

The UAE isn’t just getting a data center. Under the arrangement, it becomes the first country where ChatGPT will be enabled nationwide, giving the entire population access to OpenAI’s tools. The government plans to push the technology across energy, healthcare, education, and transportation. OpenAI also framed the geography in almost imperial terms: the site’s compute capacity will reach up to 2,000 miles, which the company says covers roughly half the world’s population.

This isn’t purely an export story, though. The agreement includes reciprocal UAE investment into U.S.-based Stargate infrastructure, building on the $1.4 trillion investment commitment the Emirates made earlier this year. OpenAI Chief Strategy Officer Jason Kwon is taking the pitch on the road next week, kicking off an Asia Pacific tour to court more governments. The company wants 10 such partnerships in this initial phase. Whether other nations will sign up for something so deeply intertwined with U.S. foreign policy remains the open question—but with half the world theoretically within reach of a single Emirati cluster, the incentives are getting harder to ignore.
