OpenAI's Stargate UK to deploy 31,000 GPUs for sovereign AI

Forget vague promises about digital transformation. OpenAI just put silicon on the table. The company announced Stargate UK, a partnership with NVIDIA and Nscale that moves beyond software licensing and into hard infrastructure, promising up to 31,000 GPUs running on British soil for workloads where legal jurisdiction actually matters.

The first phase targets 8,000 GPUs in Q1 2026, scaling from there. Sam Altman framed it as a bet on a country he called a “longstanding pioneer of AI,” referencing the UK’s deep bench of researchers and a government that moved faster than most to draft an AI strategy. The hardware itself will be housed across multiple sites, including Cobalt Park in the North East, which is being carved out as a freshly designated AI Growth Zone. That geographical detail is not trivial—it signals an intent to distribute compute wealth beyond the M4 corridor.

NVIDIA is supplying its latest-generation GPUs, and in a neat bit of circular design, those chips incorporate semiconductor architecture from Cambridge-based Arm. It is a tidy symbol of the transatlantic supply chain this project tries to cement. The partnership follows a memorandum of understanding signed with the UK government back in July 2025, turning those exploratory talks into a concrete order book for Nscale, which plans a significant expansion of its UK capacity to meet the demand.

On the software side, OpenAI is pairing the hardware push with its Academy program, aiming to train workers at the scale the government wants—7.5 million people upskilled by 2030. It is an acknowledgment that racks of GPUs mean nothing if the workforce treats them like magic boxes. The training will be built with local business leaders to keep regions from falling behind. The UK is already a top-five global market for OpenAI’s paid subscribers and API developers, with customers like NatWest and Synthesia already integrated. This infrastructure ensures the next wave of sensitive public-sector and defense contracts can stay in-country.
